Horrible FPS Drops

I recently got myself my first actual gaming rig, and it can run literally anything I want perfectly except for NR2003. For some reason, the game actually runs WORSE on this system than it did my store bought one from 2011. The biggest issue is the random FPS drops I'll get when going across straightaways. I've dropped every setting in NR2003 to its lowest point even and I'll STILL go from 60FPS all the way down to 2 in the absolute worst cases.
