Photoshop Problem

Hi, i am trying to edit something on Photoshop and every time i select a part (For Example a Number to move it kept saying this:

I knew all the layers werent locked but please anyone help me, it didn't do that before but now if it kept going then i wont be able to paint cars anymore.
