Low FPS Problem On Windows 10

I'm been having issues lately with my fps in Nr2003.Normally some track I only get like 10 to 20fps maybe 30fps at some tracks.I had this issue since back in December when I got windows 10 which I shouldn't have done.Not sure if maybe if you can help me solve this be great hopen that I dont have to buy a graphic card.
